Farmers at WorkThe Bi County Farm Advisors office operates under a Joint Powers Agreement (JPA) with the University of California to provide services to the counties of Sutter and Yuba. This arrangement assures programs are focused on local issues and at the same time leverages the resources of the University of California, and through UC, the USDA.

Under terms of the JPA with UC, the Counties provide clerical support, office space, office supplies, automobile or travel expenses, and capital outlay for office, field, and laboratory equipment and other fixed assets. All other expenses, including salaries of the Advisors, are borne by the University, including contributions by the USDA. Sutter County is the lead agency for administration of the county budget. Our two full-time clerical staff are Sutter County employees, and the office vehicles are also maintained by Sutter County. Sutter bills Yuba at least quarterly for costs. Apportionment of costs, by informal agreement, is 63% paid by Sutter and 37% by Yuba.
