The Building Division of the County of Sutter is a part of the Development Services Department and is charged with the enforcement of the California Building Code, the California Electric Code, the California Plumbing Code, the California Mechanical Code and other applicable codes as adopted by Sutter County and the State of California.

The purpose of the codes are to provide minimum standards to safeguard life or limb, health, property and public welfare by regulating and controlling the design, construction, quality of materials, use and occupancy, location and maintenance of all buildings and structures through a program of permitting, plan review, inspection and enforcement.

Before commencing construction, repair or making any major alterations, please confer with the Building Division to make certain that the project conforms to current building and zoning codes and that the proper permits are obtained.

The Building Division cannot legally design, redesign or perform structural calculations for construction projects. The services of an architect or a engineer may be required for certain projects.

Building Inspection Schedule

You can log into the eTRAKiT portal and search your permit number to find your inspection time.

To schedule a building inspection, please log into the eTRAKiT portal or call the Development Services Department office between the hours of 8:00 a.m. and 5:00 p.m. at (530) 822-7400 extension 0 to speak with a Development Services Technician.

You must call Development Services Department office to schedule a final inspection as you can't schedule these types of inspections via eTRAKit. 

Submitting Applications & Plans

We have multiple options for submitting applications and plans:

Apply in person at 1130 Civic Center Boulevard where you may drop off plans, completed permit application, etc. or

You can always mail in your submittal documents to Sutter County Development Services, 1130 Civic Center Boulevard, Yuba City, CA 95993

Online Building Permits

For certain type building permits, an application can be completed, submitted and paid for online. You will be contacted when the Official Building Permit is ready.  You must have, in-hand, an Official Building Permit before an inspection can be scheduled.

Please verify that you are in Sutter County’s jurisdiction before submitting an application. These permits are issued only for properties outside the Cities of Yuba City and Live Oak.

What Requires a Building Permit

Work commenced prior to obtaining a Building Permit will be subject to one and one-half times the fees.

Any Contractor found working without a Building Permit will be subject to one and one-half times the fees, in addition to, being referred to the CSLB (California State Licensing Board.)
