The Housing Element is one of seven mandatory elements that must be included in a county’s General Plan. The Housing Element outlines goals, polices, implementation programs, and quantified objectives that will help plan for the housing needs for all segments of the County’s population. State law mandates that local governments adequately plan to meet the existing and projected housing needs of all economic segments of the community. Unlike other mandatory general plan elements, the Housing Element is required to be updated every eight years and must be reviewed and certified by the California Department of Housing and Community Development (HCD).

On August 10, 2021, the Board of Supervisors adopted a resolution approving the 2021-2029 Housing Element Update to the 2030 General Plan for the sixth cycle planning period (June 30, 2021 through August 31, 2029) together with updating the Public Health and Safety Element as required by State law. The 2021-2029 Housing Element was then submitted to the State Department of Housing and Community Development (HCD) for review and certification. On November 9, 2021, HCD provided Sutter County with a certification letter which stated the adopted housing element is in full compliance with State Housing Element Law (Article 10.6 of the Gov. Code). The County's next Housing Element Update will be due in 2029
